Material Stretches When Wet

I bought this and attempted wearing it once. I purchased both top and bottom so that they fit snug, but once the material got wet, both pieces stretched so much that they became loose. The straps on the top would fall off my shoulder as I swam casually, not anything strenuous. It cut my day at on the water short due to discomfort in having to hold the wet straps up.
