Bag Cover Makes No Sense

Don't understand who ever designed this bag cover. It zips to the back of the bag making it impossible to get to your clubs if you are playing in a light rain. I been thru many bags in my life and can not figure this one out. When my wife brought this home as her new bag I thought very nice. Great colors of a gray leaves and a taupe main color. She was very excited as she cleaned out her old Callaway bag and loaded up her new bag. As we live in Michigan its not quite golf season yet so I said lets snap the cover on. It was so bad I figured it must have got swapped out so the retailer sent me another one. Same thing. I then went to my local Golf Galaxy and the salesman couldn't figure it out either as he had never seen anything like it before. Not quite sure what they are thinking.
