Not Actually 4' In Length

I just purchased this to secure my road bike when traveling. The overall quality looks good and there is plenty of space in the looped ends to hook a lock, but the product is not as described. It claims it is 4' long. Fully stretched out, edge to edge, this thing only measures in at 46". The usable portion is therefore only about 45.5" if you account for a lock. (4' is 48" for all the math majors out there). When I loop it through the wheels on my bike, I can just barely get the ends together. If it was actually 4' in length, it would be long enough to also connect to my bike carrier...the intended purpose.
