Shoe Runs Small In Size

I ordered them online in daughter’s normal shoe size 8.5 ladies they were extremely small. I reordered them a half size larger and they were too small. After another round they of returns we got a pair of ladies 10. My daughter shoe size for regular shoes still 8.5- 9. My daughter has narrow feet, the width is perfect for narrow feet.
