Too Small

Thought the size 22 would fit my 11 yr old with size 22, but it is way too small.. it looks like it might fit a skinniest 4 yr old. will be returning it for sure. The quality and fabric looks pretty good but cannot comment on use. Only rating it poor for size issue.. shouldn't a size 22 fit a size 22 inch waist or atleast come close if the child does not like the tight fit?
