Guidance Is Needed On The Sizing

The shoe is my go to and is very comfortable! My only issue is the sizing… I previously bought 5.5 which did fit perfectly, the last time I did the same size 5.5 but the shoe ran big… I did an exchange and got size 5 in stores… still didn’t fit as well as the others. However, I took the 5, what I would like to confirm if it’s where they were made that makes a difference?
