I think Colombia is the only one that makes a fleece lined raincoat and I absolutely love it for cold rain. You CAN layer in other rain coats but when you just want a quick trip to take the dogs out in the rain in the cold weather nothing beats a warm rain coat when you don ’ t need a heavy winter coat.
