I have installed these many times as I switch out locks between accessories. If the lock core is installed properly, you can NOT use the master/installation key to remove the core when it is LOCKED. The person giving 1 star may have a faulty accessory or did not install the core all the way. Or is was unlocked.;)

Nice cable locks. Ibiught it to add a little extra security to the bikes while on our hitch rack.
